Our people
Tūturu involves a network of schools and health services, led by the New Zealand Drug Foundation. It is overseen by the Ministry of Education, Health NZ, and the NZ Police.
It was developed by and for our secondary schools and community health services. We continue to expand our partnerships across the country, fostering collaborative practice and positive change in the education and health sectors.
Tūturu has a small team based within the NZ Drug Foundation that oversees and supports the work of Tūturu providers across the country.

Jude Woolston, Student Wellbeing Director
Jude Woolston is a trained secondary school teacher who transitioned into the health sector with the aim to improve the quality of health service provision for young rangatahi. Her most substantive role was with the Counties Manukau District Health Board where she implemented intersectoral projects/programmes. She has a long history of working in partnership with the housing, education and welfare sectors.
She has been involved in several key youth development projects/programmes such as the AIMHI (Achievement in multi-cultural High Schools), the establishment of a teen parent unit for young Pacific mothers and a youth focused employment programme.
She is committed to improving the wellbeing outcomes of rangatahi and is a strong proponent of utilising a strengths-based approach, focusing on the resiliency of rangatahi/family/whānau/Aiga and community.
Tumokai Morgan, Operations Manager

Before joining the New Zealand Drug foundation whaanau, Tumokai previously worked in the addictions sector as a youth alcohol and drug practitioner where he embraced the harm-reduction philosophy. His time spent there only strengthened his passion for rangatahi wellbeing and has spurred him into spaces where he can create, encourage, and promote opportunities for positive impact.
Tumokai is also a father of three, who regularly remind him of the untapped potential that resides in everyone.
Francesca Hopkins, Virtual Tūturu Lead
Driven by a passion for wellbeing and positive change, Francesca works alongside schools and communities to support rangatahi to thrive.
As the Virtual Tūturu Lead, she draws on her experience in facilitation, project leadership, health promotion, and wellbeing education to design engaging and meaningful learning experiences that foster growth, connection, and impact. Through virtual delivery, Francesca helps extend our reach to communities we may not otherwise be able to support in person.
Francesca’s background in adult education, public health, yoga teaching, and personal training has strengthened her ability to connect with diverse groups and create environments where people feel supported, valued, and empowered.
Francesca is committed to culturally responsive practice and ensuring that our virtual engagement is relevant, accessible, and engaging for the school staff and communities we work with.
Katie Siueva, Wellington Region Lead
Katie Siueva is a Wellington-based Tūturu Lead who believes in the importance of empowering communities to create their own solutions and drive transformative change.
Her previous work in mental health and wellbeing facilitation, youth education, and health promotion has deepened her passion for working in spaces where people feel safe to be vulnerable, identify their needs, and discover solutions that enhance hauora.
